On 10.1.2.3 in Production:
When attempting to Build Dependencies on a form with a function
the following error occurs:

BUILDING DEPENDENCIES FOR VIEWS, PL/SQL MODULES FAILING WITH ERROR CDR-06046

The issue can be reproduced at will with the following steps:
Create a view with a where statement that has a function with parameters.
Build Dependencies

The issue has the following business impact:
Due to this issue, users cannot build dependencies
