Characters Corrupted in "Save As" Dialog

Symptoms

When using special non 7-bit characters in a content item filename, especially for a multi-byte language, then for both IE and Firefox you may see corrupted characters for the suggested filename when you go to save the native file. Usually the behavior only occurs for IE, but it can manifest in special circumstances for Firefox when using a release of the Content Server before 7.5.
