Multi-Select Values are not Showing Properly on the Content Server Update Page

Content Server 7.5.1
Symptoms
When using strict Multislect fields, the Multiselect values are not showing properly on the Content Server Update Page.
For example, Content Server strict Multiselect fields allow the user to pick multiple values for the same field. These values are stored as a comma separated list of values. Notice in the screen shot below, Figure A, several multiselect choices have been made. These values will appear correctly on the Document Info page as shown in Figure B below. Figure C shows, when updating the metadata on the same document the previous choices do not appear.

This behavior is usually not desired and the system should retain the previous selections and show them on the update page properly.
