What is the recommended method to move the User data that CMU (Configuration Migration Utility or ConfigMigrationUtility) cannot?

Basically, how do you move passwords, roles, accounts, etc. as CMU does the moving of My Profile, Saved Queries, Personal URLs, etc.?
