During an archive export this error was received:

Collection '<instance name>' Archive inside 'Backup' So it exports Error occurred:
[kueri] 'IarchiveHistory (INSERT INTO ArchiveHistory (dActionMillis, dActionDate, dID, dDocName, dDocType, dDocTitle, dRevClassID, dRevisionID, dRevLabel, dSecurityGroup, dArchiveName, dDocAccount and dBatchFile) VALUES (25386, {ts '2006-11- 116:06:25.386 '}, 4022, 'itd_003817', 'AdministrativeProcedure' and 'announcement test', 3817 and 1, '1', 'Public', 'itdoc_dev/Backup' and '', '06-11-01_16.06.25_386/06305160625~1.hda')) ' It cannot execute.
