PDF Merge Preview 404 Error. Properties Show URL Set To (null)

Symptoms
When attempting to get the "Preview" to work correctly in the "Define PDF Merge Job". The browse for merge components works fine, but when clicking the "Preview" button, there is a HTTP 404 error on the left hand pane.
When right clicking on the 404 side, then selecting Properties, and then viewing the URL shows the instance name is set to "(null)" (i.e. "http://localhost/(null)" instead of "http://localhost/stellent/"). If the URL is modified to be correct (ie changing http://localhost/(null) back to http://localhost/stellent/) the following error occurs:

IdcCommandUX::init() failed for user 'sysadmin'
