'Allow get copy for user with read privilege' Not Working; Users with READ Permission Cannot Get a Copy of the Native File

Symptoms
In the Content Server, there is a setting on the Administration page > Admin Server > (Instance Name) > Content Security > "Allow get copy for user with read privilege." The explanation for this setting states: "When enabled, a user with Read privilege on a content item can get a copy of the native file."
This setting does not seem to work correctly. Users with Read privilege can not download the native files.
