Symptoms

Access denied to Content Server managed resource. Error loading credentials from primary cache. Unable to open file C:/stellent/idc/shared/os/win32/data/users/userdb.txt. C:/stellent/idc/shared/os/win32/data/users/userdb.txt contains an invalid path.

The directory data doesn't exist under <install>/shared/os/win32 on the customer's system.
