TIFF Conversion Not Producing PDF Output (Doc ID 453762.1)

Symptoms

TIFF files are not converting to PDF.  Restarting the Refinery and Adobe Capture or rebooting the server does not help.   The instance is showing  'Waiting to convert.........'. There are lots of error messages showing up in Adobe Capture.

The PDF output is not being transferred from Adobe to PDF Converter.
