Goal

Single Signon (SSO) has been configured with Application Express (APEX). It works successfully when running an application within Application Express:

http://servername.com:port/pls/apex/f?p=123 (Where 123 is an application defined in APEX, and has implemented the Oracle Application Server Single Sign-On (OracleApplication Express Engine as Partner App)" in:

Home > Application Builder > Application 123 > Shared Components > Authentication Schemes

However, when the standard APEX URL used to bring up the Development environment is entered
http://servername.com:port/pls/apex it fails with the error:

Is it possible to configure the APEX development environment  to use SSO?
