Creating a Master Detail Form raises error ORA-06502 (Doc ID 459175.1)

Symptoms

When trying to create a MASTER DETAIL Form in Application Express the following error occurs :-

ORA-20001: Unable to create master detail page. ORA-06502: PL/SQL: numeric or value error:
character to number conversion error
