OC4J_SECURITY Does Not Start; Missing SSO Server Configuration

Symptoms
OC4J_SECURITY will not start.
Various SQL queries return empty data rows when executed in the orasso schema:
select version from orasso.wwc_version$;
select login_url, listener_host_name, port from ORASSO.wwsso_ls_configuration_info$;
select login_url, listener_host_name, port from ORASSO.wwsso_ls_configuration_info$;
Log file OC4J~OC4J_SECURITY~default_island~1 shows:
