Symptoms

An APEX application is running on server A using database B:

http://server_a.comany.com:port/pls/apexB

A full database import of database B is imported into database D.

The new APEX application is configured on server C to point to the new database D.

http://server_c.comany.com:port/pls/apexD

While accessing the URL,a blank page is displayed.
