OID DIP Sync With Microsoft Active Directory Works For Modify, But Not For Adds. No Errors, Sync Just Ignores / Skips The Additions (Doc ID 461576.1)

Symptoms

Active Directory (AD) to Oracle Internet Directory (OID) bootstrap works fine via the profile.

DIP synchronization (sync) using same profile works fine for modifications / changes of existing, previously bootstrapped users.

DIP sync does not work for new user added to Active Directory (AD) even though the new user is added to the exact same domain/container in AD as other bootstrapped users.  Nothing happens; sync just does not work or pick up the change.

Set debug level 63 for the profile and for odisrv startup, but no errors are shown in the sync trace, nor any related entries in the audit log.  Sync simply ignores / skips the change number for the add.
