Applying OAS 10g Patchset Fails - Permission Denied When Writing to .apachectl File (Doc ID 462149.1)

Symptoms

When applying an Application Server Patchset to a 10.1.2 or a 10.1.3 installation, the following errors occurs when replacing the $ORACLE_HOME/Apache/Apache/bin/.apachectl file:

Exception handling set to prompt user with options to Retry Ignore
User Choice: User selected to stop installation of all components.

Error in writing to file 'ORACLE_HOME/Apache/Apache/bin/.apachectl'.
[ORACLE_HOME/Apache/Apache/bin/.apachectl (Permission denied)]
