Administrators are unable to access certain web links in Password Reset Management such as Reset Services, Questions, Settings, Connectors, and Storage, and receive the following errors from the browser:

Server Error in '/vGOSelfServiceReset/ManagementClient' Application

Exception Details: System.Net.Sockets.SocketException: No connection could be made because the target machine actively refused it
