When Exporting Data from Forms to Excel Question Marks "?" Occur in the .XLS File with Arabic Locale and NLS_LANG (Doc ID 469575.1)

Symptoms

When trying to export data from Forms to an Excel sheet on Windows with an Arabic character set - using Webutil client_ole2 - the Arabic characters - that can be seen in the Forms correctly - appear as question marks '?' in the relevant sheet(s). NLS_LANG is set to ARABIC_UNITED ARAB EMIRATES.UTF8 (also in the default.env file). It is an English Windows with Arabic locale setting.
