Invoking AQ Adapter Partner Link Returns "ORABPEL-11957 Invalid ISO8601 datetime specification." (Doc ID 470389.1)

On, when attempting to enqueue a faulted message back to the WF_ERROR queue, the following error occurs:

[ Enqueue_ptt::Enqueue(opaque) ] - WSIF JCA Execute of operation 'Enqueue'
failed due to:

Enqueue failed [Caused by: String index out of range: 19].
Please examine the log file to determine the problem.

The log file contains the following:

Invalid ISO8601 datetime specification.
The date or timestamp specification 2007-03-20 is not ISO8601 compliant. Check to ensure that the date or timestamp being specified conforms with the ISO8601 standard. Contact oracle support if error is not fixable.
