Option Lists Not Populating - "Error accessing file 'base.js' for download. The file base.js does not exist" (Doc ID 471712.1)

Symptoms

Occasionally option lists for custom metadata fields are empty. Restarting the Content Server
corrects the issue.

The following error shows up in the Content Server logs:
