Option Lists Not Populating - "Error accessing file 'base.js' for download. The file base.js does not exist" (Doc ID 471712.1)

Symptoms

Occasionally option lists for custom metadata fields are empty. Restarting the Content Server
corrects the issue.

The following error shows up in the Content Server logs:

 

Event generated by user 'anonymous' at host 'server1'. Referred to by http://server1/stellent/.
User agent is Mozilla/4.0 (compatible; MSIE 6.0; Windows NT 5.1; SV1; .NET CLR 1.1.4322; .NET CLR
2.0.50727; InfoPath.1) and request method is GET.
Containing page is
//wcompany1.com/shares/apps/stellentlive/Contribution_VM/weblayout/resources/schema/base.js. Error
accessing file 'base.js' for download. The file base.js does not exist.
