Locking A Package From The IPM Web Client Produces The Error "files may be out of sync" After Upgrade (Doc ID 471804.1)

Symptoms

When attempting to lock a package in the IPM Web client, the following message appears:

Serialized Stream Mismatch, files may be out of sync. Class ATL ::CComObject::Lock
Additional error information: Lock
Occured in Script: fnWorkListTool.asp

Changes

The IPM Web server was upgraded to 10g and rolled back to 7.6.2 without a proper un-install.
