IPM Client Locks Up When Viewing Packages with Multiple Attachments and Receives "HYT00" and "CQueryGetAttachments" Errors in the IPM Service Log

When attempting to view package attachments within the package viewer tool on packages with multiple attachments, the production client locks up temporarily. After a short period, the client then becomes responsive and the package viewer tool displays. The package's associated attachments, however are not present in the "Package Viewer | Attachments" tab.
The following errors may also be observed in the application/service logs at the time the issue occurs:
Failure occurred in message CQueryGetAttachments.
The above logged errors are not exclusive to the described symptoms, so they could be observed during other unrelated issues.
