"!csDbTableMissing" Error In Server Output When Trying to Update the Database Design (Doc ID 473411.1)

Symptoms

When installing a new Content Server, you receive a !csDbTableMissing error in your server output
whenever you try to update the database design after a new table is created through Configuration
Manager.

The error will be given in the form of a pop-up window:

Unable to execute service UPDATE_META_TABLE and function updateMetaTable.
(System Error: Unable to alter table '!csDbTableMissing'.) Unable to alter table
'!csDbTableMissing'. Database table does not exist.)

You may also see this error when you install a component that attempts to create a new table,
however you will only see the error in your system output.
