This problem can occur on any platform.
You have a Siebel CRM Application that sends a request to BPEL through the iWay adapter. For each message outgoing from Siebel CRM two messages occur within the BPEL system. Further research shows that the two messages are showing up from within iWay adapter before it reaches BPEL.
