OC4J_SECURITY Is Failing To Start After Problems With Metadata Repository Database

Attempts to start OC4J_SECURITY fail with error 'time out while waiting for a managed process to start'.
Example opmnctl output:
2 of 3 processes started.
--> Process (pid=1232)
time out while waiting for a managed process to start
The problem started occurring after the Oracle SSO Metadata Respository database experienced problems with 'failure to write to archive logs' due to lack of disk space.
Now, a successful connection to the database from the SSO tier is possible; but, OC4J_SECURITY startup is still failing.
The debug ssoServer.log shows entries:
08/01/25 12:35:44 oracle.security.sso.server.conf.ConfigurationException: Missing SSO server configuration
Steps To Reproduce
1. Confirm the database is up and TNS listener is running
2. Run <SSO_home>/opmn/bin/opmnctl startall. After some time the error occurs.
