Could not Load 'config.cfg' Error when Installing Content Server Cluster Nodes (Doc ID 550968.1)

Symptoms

When trying to install a Content Server cluster, you are getting the following error message when running the Installer to create the cluster nodes:

Unable to edit configuration file 'config/config.cfg'. Could not load 'config.cfg'


Changes

This organization had another Content Server installed and wished to use that Admin Server to manage the nodes of the new Content Server cluster, so they have installed the shared Content Server without an Admin Server.
