File and FTP Adapters Sometimes Add Three Digits For Milliseconds to the File Name

This problem can occur on any platform.

Symptoms

When specifying a filename for FTP/File adapter as yyyyMMddHHmmssSS, milliseconds sometimes adds three digits.

Example for filename specified as FILE_%yyyyMMddHHmmssSS%.txt

The following was created:

FILE_2008012809190278.txt 16 Digit DateTime
FILE_20080128102403671.txt 17 Digit DateTime
