Receive "No connection could be made because the target machine actively refused it" Error When Logging In To The IPM Web Client

When logging into the IPM web client, the following error message is received:
Login._login_Authenticate - _login.UserName:'dlp'
MESSAGE: No connection could be made because the target machine actively refused it
Despite performing an IISReset, the system does not come back.
