ESB <soapEndPointURI> endpont URI encounters Page Not Found Error 404 (Doc ID 552685.1)

Symptoms

BPEL cannot access all <soapEndPointURI> for all ESB
services deployed on the ESB console.

ESB <soapEndPointURI> endpont URI encounters Page Not Found Error 404.

The logs show:
