How to React to Workflow Rejections so That the File Does Not Fall Back to the Auto Contribtion Step (Doc ID 556513.1)

Goal

Many documents in workflow get stuck in the auto contribution step.  When workflow documents are rejected the do not seem to follow logic for our jump code to redirect them and most of the time they end up in the auto contribution step of the workflow.  This tends to be a black hole and documents get stuck.

(The auto Contribution step is in every workflow automatically.  The Admin can not create it or remove it, it is not created it is a core part of any workflow.  If a document is rejected in the first step created by the admin the document will fall backwards into this default step 0 and get stuck until the original author edits it and thus pushes it back into the first step.)
