OWB MDL Export Does not Complete Even Though the Status Shows 100%

Symptoms
When a Project / Mapping / Process Flow is being exported via the MDL Export utility, the process jumps from 45% to 100% indicating that the export is complete. However, the export of the MDL is incomplete. This is can be verified from the log as the log does not contain any information about the MDL export.
