This problem can occur on any platform.
Symptoms
An OWB Process Flow has 2 or more transitions out of an operator.
Let's say transition1 has an order value <0> and transition2 has an order value <1>.
Delete the operator linked with transition1 and re-create the operator and the transition.
The new transition1 will have an order value <1>.
