Symptoms
When installing Oracle web parts, the Web Support Server (WSS) installation is successful with no issues. But when the installer comes to the second phase of installing the Support Web Application, the following error is received after completing the last step (Administrator Name Screen):
"Failure decoding embedded permission set object"
