OAM 10g: OHS Fails to Start After Applying Policy Manager Patchset

-- Problem Statement:
After patching Oracle Access Manager (OAM) Policy Manager to (<>) the WebPass/Policy Manager OHS webserver will not start. No errors during patching. No errors in OHS error log.

.sem and .mem files are generated.

Unpatching Policy Manager allows the webserver to start again.

Package used: Oracle_Access_Manager10_1_4_2_0_Patch_linux_OHS_Policy_Manager_binary_parameter

Error seen when starting OHS:

oracle access]$ /u01/oracle/product/ startall
opmnctl: starting opmn and all managed processes...

--> Process (index=1,uid=838482340,pid=17435)
failed to start a managed process after the maximum retry limit

1. opmnctl stopproc ias-component=HTTP_Server: successful
2. Installation of WebPass patch Oracle_Access_Manager10_1_4_2_0_Patch_linux_OHS_WebPass_binary_parameter: successful
3. opmnctl startproc ias-component=HTTP_Server: successful
4. Installation of Policy Manager patch
Oracle_Access_Manager10_1_4_2_0_Patch_linux_OHS_Policy_Manager_binary_parameter: successful
5. opmnctl startproc ias-component=HTTP_Server: error
