Upon Cluster Failover, ESB Returns Connection Refused Error

Symptoms

When attempting to fail over in a cluster, the node that is being failed over to will throw the following exception:

ORABPEL-12600
Generic error.
oracle.tip.esb.server.common.exceptions.BusinessEventRetriableException: An unhandled exception
has been thrown in the ESB system. The exception reported is:
"org.collaxa.thirdparty.apache.wsif.WSIFException: exception on JaxRpc invoke: HTTP transport
