Deleted Apex Applications Are Still Accessible with the Application URL

This problem can occur on any platform.
An Apex application which been deleted is still accessible using the URL. The issue can be reproduced at will with the following steps:
1. Create an application
2. Run application and save the URL
3. Delete the application
4. Attempt to connect to the deleted application via URL from step 2.
