Symptoms
When attempting to unlock OID super user account with command
$ORACLE_HOME/bin/oidpasswd connect=orcl unlock_su_acct=true
the following error occurs.

ERROR * gsldpuUnlockSuAccount * ORA-28000:ORA-28000: the account is locked
encountered
