'Read' Permission Not Working for a Folder with ExtranetLook Enabled (Doc ID 567147.1)

Goal

After enabling ExtranetLook for the Logout button functionality, Read permission on a folder is
not working:

How to reproduce the issue:
1. Create Security Group as 'Management'
2. Create a folder under Contribution Folders as 'Management'. Under it, other folders named
'Budget' and 'Conferences' and assign 'Management' Group to them.
3. Create Roles
-MgmntAdmin -> Management(RWDA), Rights.Apps.UserAdmin
-MgmntSr -> Management(R)
-MgmntJr -> Management(R)
4. Create Accounts
-Mgmnt
-Mgmnt/Budget
-Mgmnt/Conferences
5. Create Users
-managerA ->Roles-MgmntSr->Accounts->Mgmnt(RWDA)
-managerB ->Roles-MgmntJr->Accounts->Mgmnt/Budget(RWDA)
-managerC ->Roles-MgmntJr->Accounts->Mgmnt/Conferences(RWDA)
6.Make sure you enable ExtranetLook component
7. Login with user managerB or managerC. It will give error as 'Insufficient Privilege'
8.Disable ExtranetLook
9.Now login as managerB or managerC. Those users will be able to login fine.

Why is the behavior different? Logically behavior is fine when ExtranetLook is disabled. But users need to have the 'Logout' button which appears with ExtranetLook enabled.
