Unable to login to Oracle Access Manager, Login Page is Redisplayed

Symptoms

An application WebGate and Access Server are installed on different machines.

Oracle Access Manager (OAM) login to the application test environment fails. The login page is redisplayed after submitting valid credentials.

The HTTP Header trace indicates that authentication succeeds and an ObSSOCookie is set, but the next request causes redirect to the OAM login page again and ObSSOCookie is set to loggedoutcontinue.
