Converting from Postscript to PDF Causes this Error: "Unable to open the initial device. 'Error Distilling' " (Doc ID 577611.1)

Symptoms

The inbound refinery is unable to convert the document.  This is a complete copy of the error from the logs:

Waiting on Distiller
The distill step started another process with the command 'C:/ghostscript/gs8.54/lib/ps2pdf14.bat c:/temp/idcoutput.psc:/temp/idcoutput.pdf' -- the process reported the following: **** Unable to open the initial device
Unable to convert. Distiller failed to convert to PDF.
