Symptoms
When attempting to connect to a database 11g with the password configured with the encrypted value
using the next command,
alter user adt identified by values '<value assigned in the spare4 column on user4 for the user>';
the following error occurs when connecting from SQL*Developer, but using SQL*Plus it works fine:
