Storage Service is Receiving "Error 22144 - Timeout and 'An unknown exception has occurred. Request has been cancelled'."

When using IPM Volume Migration to migrate from optical to magnetic, Storage is reporting error 22144 and the Storage services are not starting.
The following errors occur as the services attempt to start:
Error 22144 - Timeout and 'An unknown exception has occurred. Request has been cancelled'.
Users are able to search and find records, but receive error 25009 when trying to retrieve a record.
