CommunicationException: When logging to OIM Server Running on OC4J from OIM Design Console (Doc ID 602215.1)

When logging to OIM Server Running on OC4J (Oracle Application Server) from OIM Design Console, the login fails with the following message:

Cannot login to Design Console on windows desktop
Error Keywords: DAE.UNKNOWN_CODE
Contact your system administrator
CommunicationException: Connection Refused

The log shows a "CommunicationException: Connection Refused" Error
