Second Infrastructure Installation Does Not Use New TNS Listener When Desired

This problem can occur on any platform.
Symptoms
During installation of a second Oracle Application Server 10g Reelase 2 (10.1.2.0.2) Infrastructure instance on the same server, the installation program defaults to a Database port of 1521. Although both instances can run on the same port of 1521, you would like to change that port to a different one. However, after changing the listener.ora and tnsnames.ora files the 1521 port is still detected by the initial listener:
