Reload Services From ESB Server Exception= Start of root element expected (Doc ID 604364.1)

Symptoms

While registering an ESB project the following error is output:

Reload services from ESB Server failed while trying to query new service
definitions from server. Exception= Start of root element expected.

The registration of the ESB project is using credentials in the application server and the integration server connections that have a password that contains the "#" symbol.
