HTTP-500 Internal Server Error For SSO Administration Page Access

Portal Single Sign On (SSO) login is working but any SSO Administration links from Portal cannot be accessed i.e. SSO Server Administration pages.
Clicking on the links from the Portal Administer tab causes error HTTP-500 Internal Server Error.
The same error occurs if the SSO Administration pages are accessed directly via:
Note that the SSO Administration pages accessed at /pls/orasso or /sso do not support Global Inactivity Time Out. GITO is supported for DAS (/oiddas) application access only on the SSO tier. Nevertheless the HTTP-500 Internal Server Error should not occur when SSO Administration pages are accessed with GITO enabled. The expected behaviour is simply that there is no inactivity timeout / redirect for re-login for SSO Administration page access.
