OC4J Configuration Assistant Fails Trying to install a Second 10.1.3.1 Instance on a Server (Doc ID 604909.1)

Symptoms

Trying to install a second OracleAS 10g 10.1.3.1.0 instance on a server fails when the <CONTAINER_NAME> Configuration Assistant runs.

The installActions log shows:

Launching <oracle home path>/opmn/bin/opmnctl startproc
opmnctl: starting opmn managed processes...
...
1 of 2 processes started.

ias-instance id=<AS Instance name>.<domain>
++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++
ias-component/process-type/process-set:
default_group/<CONTAINER_NAME>/<GROUP_NAME>/

Error
--> Process (index=<INDEX>,uid=<UID>,pid=<PID>)
no port available from the port range
failed to start a managed process after the maximum retry limit
no port available from the port range

The installer is still running at the point of failure.
