Content Server is Running, but Users Cannot Access it: "Service Unavailable" Error Message is Displayed in Browser

Symptoms

The Content Server service is running, but IIS gives this error when the content server is restarted:

Runtime Error!
Program: c:\windows\system32\inetsrv\w3wp.exe
This application has requested the Runtime to terminate it in an unusual way.
Please contact the application's support team for more information.



Once that error occurs, the DefaultAppPool in IIS stops.  After that, the users get the message in the browser which says:

Service Unavailable



This behavior continues to occur when Content Server is shut down and then IIS is restarted.
