Unable To Login to the Identity or Access System Console

Communications mode between Identity Server and LDAP Server is SSL/Certificate. OAM diagnostics show that the connection between Identity Server and the User LDAP Directory is Up.
Steps to reproduce:
1. Access http(s)://<policymanager_hostname.domain>:<port>/access/oblix
2. Click on the Access System Console link
3. In the resulting login page enter valid credentials and click Login. The page remains with username/password fields cleared.
