Symptoms

Unable to login to Oracle Access Manager (OAM) Identity or Access System Console. Previously login was working but very slow.

Communications mode between Identity Server and LDAP Server is SSL/Certificate. OAM diagnostics show that the connection between Identity Server and the User LDAP Directory is Up.

Steps to reproduce:

1. Access http(s)://<policymanager_hostname.domain>:<port>/access/oblix
2. Click on the Access System Console link
3. In the resulting login page enter valid credentials and click Login. The page remains with username/password fields cleared.
