Text Is Replaced With "#" When Using Multi-Byte Character Set After Applying 10.1.2.3 Patchset (Doc ID 728689.1)

Symptoms

After applying the AS/DS 10.1.2.3 patchset ( <Patch 5983622> ) , a Forms application using a multi-byte character set now can replace some text strings with '#' signs.
The application has been compiled with NLS_LENGTH_SEMANTICS=CHAR - and the "Data Length Semantics" property of text item(s) is not overriding this with another value -, or it is set to CHAR.
Using a mono-byte character set, things go fine.
