Invoke from BPEL to BRM Fails with "ORABPEL-12511" Due to "java.lang.IllegalStateException: New ManagedConnection cannot be created for a thread"

Symptoms

Scenario: A BPEL process is initiating transactions in a Oracle Application Management Pack for Billing and Revenue Management (BRM)-system. Some transactions are erroring out at BRM site. Some invokes from BPEL to BRM side is failing with the below errors in the log files.

        Adapter Framework unable to create outbound JCA connection.

        The Adapter Framework was unable to establish an outbound JCA
        connection due to the following issue: java.lang.IllegalStateException: New ManagedConnection
        cannot be created for a thread:720 which is already in BRM transaction
        Please examine the log file for any reasons. Enable DEBUG logging in the BPEL Console.
